"Item not received" — INR, if you've sold on Amazon — is the claim that feels most unfair when it lands. You shipped the order. Tracking might even say delivered. And TikTok refunds the buyer anyway.
Here's what changes the math: an INR refund is not automatically your loss. Who eats it depends on one question — whose label moved the package. Get that sorting right and a meaningful share of INR refunds move off your P&L and onto TikTok's.
The one question that decides everything: whose label?
TikTok Shipping label (or FBT fulfilled the order): the package was in TikTok's logistics network. If it was lost in transit, never delivered, or the delivery failed, that loss belongs to TikTok's logistics coverage — up to the total retail value of the order, with claims generally running within 90 days of delivery. The refund to the buyer can happen either way; the difference is whether you file the claim that makes you whole.
Your own label (seller-fulfilled, your carrier account): the loss runs through your carrier's claims process, not TikTok's. Different system, same discipline — file fast, with tracking evidence.
Most sellers never make this distinction. Every INR refund just lands in the "cost of doing business" bucket, including the ones TikTok's coverage would have paid back.
The three INR scenarios
1. Tracking shows it never arrived. Package stalled, lost in transit, no delivery scan. On a TikTok Shipping label this is the cleanest logistics-coverage claim there is: the tracking history is the evidence. File within the 90-day window from delivery (or expected delivery), and verify the reimbursement posts — approved claims typically hit your settled statement within ~5 business days.
2. Tracking shows delivered, buyer says otherwise. The contested middle. Sometimes it's porch theft, sometimes a misdelivery, sometimes a buyer who knows the system. Your move is responding to the case in Seller Center with the delivery confirmation and tracking detail — and doing it inside the response window, because unanswered cases resolve in the buyer's favor by default. 3. FBT shipped it (or didn't). On FBT orders, fulfillment was TikTok's job — picking, packing, handing to the carrier.
